Dear Neighbors,

This Monday, the City Council will hold its second of two regular meetings for the month of December.

The City Council meeting will begin at 6pm with a public hearing on the Champlain Parkway. This hearing is a follow-up to the tour we took of property interests that have been acquired through condemnation (eminent domain.). This hearing will determine damages owed to each person from who property interests were acquired. This hearing is scheduled for 6 to 7pm.

We have five other items on our agenda.
• An indoor entertainment permit for Sweetwaters on Church Street.
• A resolution regarding a Charter Change to strength and restructure the Downtown Improvement District.
• A resolution regarding a Charter Change to create A Department of Permitting and Inspections and make Zoning Administrator and Planning Director Mayoral Appointments.
• A resolution regarding the recommendations of the Joint Committee of the Community and Neighborhood Revitalization Committee and Ordinance Committee on Inclusionary Zoning. This committee has worked on the recommendations coming from an Inclusionary Zoning Workgroup to make improvements to our Inclusionary Zoning ordinance. The resolution will refer this work to the Planning Commission. It will come back to the Council after the Planning Commission's input.
• A resolution regarding ratification of a tentative collective bargaining agreement between the City and the City's largest Union, AFSCME (American Federation of State, County and Municipal Employees)

Please keep in mind that you are always welcome to come to a Council meeting and speak on any topic you wish during public forum. This begins at a time certain of 7:30pm at every Council meeting. PS Thank you to all who have reached out to me regarding the blue newsletter you received earlier this week. I do have one update regarding Memorial Auditorium. I had said it was possible the City would be coming to the voters with a funding proposal for improvements to Memorial on Town Meeting Day 2019. It has since been determined that more work needs to be done that will be impossible to fully complete in the few weeks that remain before ballot items must be ready for the March 2019 ballot. It is likely that there may be a ballot item on the March 2020 ballot on this project.
