Dear Neighbors,

This Tuesday (NOTE the day change due to Veteran's Day), the City Council will convene its first of two meetings for the month of November.

Prior to our Council meeting, at 5:45pm, we will have a work session on possible changes to the Council's rules and regulations. At 6:30, we will have an Executive Session that will include an update to the Council on CityPlace.

The City Council meeting will begin at 7:15. We will begin with a public hearing on several ordinance changes. The first are proposed changes pertaining to zoning permit timelines, extensions, and deferrals; the second are amendment revamps and updates the existing bike parking standards and the last proposed change is regarding the size limit for grocery stores in the Enterprise Light Manufacturing zone. This proposed amendment makes a minor adjustment to the present 30,000 square feet size limitation by increasing it to 35,000 square feet.

We have three resolutions on our deliberative agenda. The first is the termination of an easement on a property on Morse Place regarding the Champlain Parkway. The next is a notice of compensation hearing for the Champlain Parkway. The hearing will be on December 17 at 6pm in City Hall.

The last resolution is a request that the Vermont League of Cities and Towns Board of Directors consider submitting a brief to the Vermont Supreme Court. This brief would only be submitted that the League if the legislative body of the municipality, in this case Burlington, makes such a request. The sole remaining legal issue in the case under appeal to the Supreme Court is whether or not a public agency can charge for the time it takes to make records available (including review and redaction) for inspection in response to a public records request. This ruling would have the potential to have a significant impact on the League's membership, thus their reason for the brief.

We will also convene a Board of Tax Abatement meeting on Tuesday evening.
