We have been actively looking for the cause of the water surfacing on East Allen St at Barlow St, and have determined that the source is a leaking pipe at the intersection of Mansion St at Barlow St. Using leak correlating tools and ground microphones we have determined the water is coming from a 6" cast iron pipe across from 83 Barlow.
Therefore, on Wednesday, March 5, 2014 we will be excavating in this intersection to repair the leak. We expect to encounter up to 4 feet of frost, even though the leak has been running for almost a month.
To make this repair will require the closure to through traffic on Mansion St, and on Barlow St between Platt and East Allen streets. 83 Barlow will be accessible from the north and 65 Barlow will be accessible from the south. Courtyard traffic will still be able to exit onto Barlow but must turn south toward East Allen.
We will begin chopping/digging at 0600 since it will take quite some time to get through the frost to the pipe. Notices are being delivered tomorrow (see attached). I am also meeting with WHA tomorrow to discuss the water interruption with them.
Water service will be interrupted to everyone on Barlow St (including 65 and 83 Barlow), and all of Mansion and Platt Streets due to main line gate valves that are inoperable in the area. In addition, the water on Main St between Maple and Union may have to be shut down if certain valves don't close or operate properly. Water will be shut off at approximately 0800 and will remain off until the repair is completed.
