Universal Primary Care, Vermont legislative bills H248 and S53 would make primary care, including outpatient mental health and substance abuse, a public good for every Vermonter, independent of age, private insurance employment or income with no out of pocket costs.
Providing primary care would be relatively inexpensive (under 6% of what Vermonters are currently spending on healthcare), while at the same time would reduce the need for expensive hospitalizations and emergency room visits by treating conditions earlier and preventing disease.
