City Council Meeting Preview Dec. 11

On Monday, the City Council will convene its first of two meetings for the month of December with a work session starting at 6:00 p.m. At the work session, we anticipate receiving an update from the Weinberger Administration on negotiations on the UVM-City Agreement. We will also receive an update on the Asset Purchase Agreement covering the sale of assets of Burlington Telecom to Schurz Communications. Because these items are both contract negotiations, they are expected to be done in executive session.

Following a brief Local Control Commission meeting and a Council meeting with the Mayor presiding, we will move on to our deliberative agenda.

The first item on our deliberative agenda is two commission appointments. Next, we will receive and discuss a communication from Mayor Weinberger on the Letter of Intent with Schurz Communications. Our next item is a presentation from the Department of Public Works (DPW) on a Public Engagement Plan. This plan is to guide our engagement efforts and offer residents, representatives and other stakeholders meaningful and predictable ways to communicate with DPW, give feedback or become informed about DPW initiated projects.

The next item is a resolution on the sale of .38 acres of city owned land located at 70 Pearl Street. This is the small parking lot next to the old Boves restaurant. The proposed sale is to the Boves who are working on a redevelopment plan that includes 27 apartment units (15 net new housing dwellings, 76 hotel rooms, 95 parking spaces and space for a restaurant at street level. Presently the parking lot is utilized 17% of the time, netting the City after expenses about $13,000 a year. The Boves will pay $500,000 for the lot. The cash flow from property tax revenue to the City only (not including education) is projected to be under $100,000 a year. this does not include the projected rooms and meals tax which is more a moving figure at this time. The sale is consistent with plan BTV: Downtown and Waterfront Master Plan and was unanimously adopted by the Board of Finance.
