This proposal involves putting a price on fossil fuel to encourage efforts to decrease its use and returning the funds collected through lowered electric rates.This is a much simpler system than envisioned in earlier legislative proposals. You may have heard that a little over a week ago, business, low income and community leaders rolled out the ESSEX Plan — an Economy Strengthening Strategic Energy eXchange. It’s a new carbon pricing proposal intended to build off Vermont’s unique assets. The basics? Put a gradually rising price on heating and transportation fuels and take all the dollars raised to dramatically cut Vermonters electric rates. A well crafted, equitable price on carbon is an essential, though not singular, tool to dramatically reducing greenhouse gas emissions.
