The Calais Selectboard is holding public informational meetings regarding the proposed Charter to be voted on by Australian ballot at Town Meeting in March 2017.

CHARTER PUBLIC INFORMATIONAL MEETINGS
MONDAY, JANUARY 23 & 30, 2017
7 PM AT THE TOWN OFFICE

After considerable discussion and contemplation, the Selectboard and Town Clerk & Treasurer are recommending a Charter to improve the efficiency and accountability of town government. The Charter allows the Selectboard to appoint the Town Treasurer and a single Auditor.

What is a Charter? A Charter is a grant of state law and approved by the Legislature that sets out special laws for the operation of local government. A Charter can be amended as needed.

How many other towns have a Charter? There are 47 towns, all 9 cities and 25 villages in Vermont that have Charters.

Advantage of an appointed Treasurer? Every year the requirements for keeping the Town’s financial records have become more technical, complex and time consuming. An appointed Treasurer allows the Selectboard to hire an individual who possesses the necessary qualifications to hold this important position while an elected Treasurer need only be a registered Calais voter.

Advantage of an appointed Auditor? Towns are required by statute to have three elected auditors. Elected auditors need only be a registered Calais voter and may not have the necessary skills required for this position. An appointed Auditor allows the Selectboard to hire a qualified individual.
