Dear Neighbors,

This coming Monday, the City Council will convene its second of two meetings for the month of December. We will begin our Council meeting at 7pm in Contois Auditorium.

Following a report to the City Council from the Retirement Board, we will hold a public hearing on four ordinances. These ordinances are:

• Rezoning Fletcher Place to Residential Medium (or RM)
• Changes to the ordinance regarding withholding zoning permits or certificates of occupancy with uncorrected zoning violations (instead of denying, allowing granting of the permit subject to conditions.)
• Rezoning 168 Elmwood Avenue to Neighborhood Mixed Use to allow for a mix of commerical and residential space.
• Changing the term of Planning Commissioners from four years to three in our development ordinances to be consistent with our City Charter.

The Council will vote on these ordinance changes after the public hearing.

We will then be voting on 5 resolutions. They are all Charter changes that would need to be on the March 7, 2017 Town Meeting Day ballot for your consideration and vote.

• Two of these resolutions are primarily 'housekeeping' in nature as they address Council meeting procedures and the City's ability to adapt the date property taxes are due in order to accommodate holidays and the like.
• One resolution would increase the Board of Registration of Voters from 10 to 12 members.
• The fourth resolution adddresses the issue of the Mayor presiding over Mayoral appointments and will change the process so the Mayor would no longer preside over such votes.
• The last Charter change would increase City Councilor pay from $3,000 to $4,500 a year.

As with all Council meetings, please keep in mind that you are always welcome to come and speak to the Council on any subject you wish during our Public Forum which begins at 7:30pm.
