GRAND ISLE CONSOLIDATED WATER DISTRICT
SPECIAL MEETING

Members of the Grand Isle Consolidated Water District are hereby notified and warned that a Special Meeting of the Water District will take place at the Ed Weed Fish Hatchery on Bell Hill Road in the Town of Grand Isle on Wednesday, December 14, 2016, commencing at seven o’clock in the evening (7:00 p.m.). District members are encouraged to participate in this special meeting.

The Agenda
1) The 2017 Budget will be presented, discussed and voted upon.
2) Amendments to the GICWD By-Laws will be voted upon and are as follows:
- Amend Section 201.1 to change annual meeting from October to December.
• 201.1 The annual meeting of the District was held on the second Monday in October of each year starting October 7, 1995, but s Starting October 14, 2015 in 2017 the annual meeting of the District will be held on the second Wednesday in October December of each year.
- Amend Section 201.7 and 401.3 to facilitate potential inclusion of other towns in the future.
o 201.7 The current checklist of the Town of Grand Isle member municipalities shall be deemed conclusive as to voter eligibility within the District.
o 401.3 The Grand Lists of the Town of Grand Isle member municipalities, as it pertains to the District, shall serve as the Grand List for the District.
- Amend Section 301.1 and 301.2 to eliminate elected auditors.
• 301.1 At each annual meeting, the District shall elect from its inhabitants:
a) A Clerk
b) A Treasurer
c) One or more auditors
• 301.2 The District Clerk and the District Treasurer elected under section 301.1 shall hold office for a term of one year or until their respective successors shall be elected and qualified. Auditors shall hold office for a term of three years, the initial term of which shall be staggered upon the election of three Auditors at the organizational meeting of the District.
- Add Section 401.10 to provide for annual audit by licensed public accountant.
• 401.10. The Board of Commissions shall contract with a public accountant, licensed in this State, to perform an annual financial audit of all funds of the District.

3) Amendments to the Use Ordinance were approved by the Board at the Oct. 12, 2016 Regular meeting and will become effective at the Special meeting. Amendments were as follows:
- Amended 7.03(a) to remove specific restriction of “construction purposes” for Temporary Service.
• 7.03(a) Contractors, builders, or other persons desiring temporary water service for construction purposes shall complete an application in writing to the District and secure approval for this service.
- Amended Appendix A 1.03(e) to strike the entire “Swimming Pool Fee” and renumber subsequent sections.
• 1.03(e) Swimming Pool Filling Fee (from GICWD system):
(1) Up to ten thousand (10,000) gallons: $75.00
(2) Over ten thousand (10,000) gallons: $75.00 plus $7.50 for each additional 1,000 gallons.
(3) Connection and disconnection charges, materials and equipment (if any)
at cost, plus labor at the current hourly rate set by the Select board.
- Amended Appendix A 1.03(f) to adjust the rate for Temporary Service to be based on four times the current usage rate and allow water-sharing agreements with other systems.
• 1.03(f) Temporary Service or Tanker Service:
(1) All usage, Ten Dollars ($10.00) four times the then-current usage rate per one thousand (1,000) gallons. Minimum charge: Fifty Dollars ($50.00).

(2) Connection and disconnection charges, materials and equipment at cost, plus labor at the current hourly rate set by the board of Grand Isle Consolidated Water District.

(3) The District may enter into mutual exchange arrangements with neighboring water systems on terms to be determined by the Board of Commissioners.
District members may petition the Board to hold a vote at the Special December meeting to ask the District Membership for approval of the amended Ordinance. The Petition procedure details are provided in the Vermont Statues, Title 24, Chapter 059, Section 1973.
